Question: If you had to describe it in a sentence or two, what is Numerical programming?

A good question! There are different interpretations of what numerical programming means, but for me, I describe it as getting a computer to approximate the solutions to difficult mathematical problems. In many-particle quantum physics the problems are very difficult, so usually we can only approximately solve them using a computer.
